The fixed behaviour only triggers the child Multibranch project if the multibranch project was disabled (because there are no more branches with marker files) and has been re-enabled (e.g. at least one branch with a marker file has been introduced).

This is a Jenkins plugin that add functionality to do this scan on webhook: Receive any HTTP request, JENKINS_URL/multibranch-webhook-trigger/invoke?token=TOKENHERE; Trigger a multibranch jobs scan that matches the token; Configure the Token parameter.
